QHow can uloda help me if i’m in trouble with the council?
# Our services are STRICTLY CONFIDENTIAL and available to members on issues such as:

  • Driving when not wearing your badge
  • Using a mobile phone while driving
  • Not reporting receipt of a Penalty Charge Notice
  • Not reporting a road traffic accident
  • Not displaying the top light on a taxi when plying for hire
  • Making a false declaration to obtain a licence

NOTE! Operators, proprietors and drivers HAVE had their licences suspended or revoked!!

DON’T LET IT HAPPEN TO YOU!! PROTECT YOUR LICENCE AND YOUR LIVELIHOOD!!
# If you do fall foul of the law or the council’s rules and regulations, get immediate advice:

# When you get to us, you’ll have a short session with an experienced assessor who will suggest possible ways to help.

This could mean giving you the information you need to enable you to solve the problem yourself, or it could mean making a longer appointment to discuss it further.

We may offer to help you ourselves, or point you to an independent adviser or a local solicitor who’s expert in licensing and regulatory law, or one recommended by the National Private Hire Association to which we are affiliated.

  • giving you advice about the procedure the council will use to deal with your case
  • offering his or her support by attending any meeting or hearing with you
  • over the telephone by calling dedicated helpline tbc, or Barry’s mobile?
  • ‘holding your hand’ throughout any investigation and representing you in any formal
    council officer interview or committee meeting and any court hearing with a solicitor
    or barrister (e.g. if you appeal a council decision which has gone against you)

QWILL I HAVE TO PAY FOR ANY OF ULODA’S SERVICES IF I’M IN TROUBLE WITH THE COUNCIL OR ANY OTHER AGENCY SUCH AS THE POLICE?
# Our assessor will discuss with you, fully and frankly, the level of service necessary to solve your problem.

If it is decided that you need practical support throughout the process you are going through, you will be invited to offer to make a donation to the official who helps you or directly to ULODA. This is appreciated as compensation for the expense of professional time.

# In the event that the extended services of a solicitor and/or barrister are required, you will be given an estimate of any fees which you may have to pay. Please note that expert advice and the support of a professional adviser who is a fee earner are not charged in every case – so there is potentially substantial financial benefit to you by being a ULODA member.

QDOES ULODA OFFER ITS MEMBERS HELP WITH THEIR COUNCIL LICENCE APPLICATIONS?
# We are happy to help with your application for an operator’s, driver’s or vehicle licence.

There is a guide to the council’s application process on the UDC website but it can be a minefield if you are not good at filling in forms or dealing with complex administrative procedures.

It is easy to fall at the first hurdle by giving wrong information about your history when replying to written questions – AND you may find yourself being required to appear in front of the Licensing Committee before your licence application is granted (or not granted in some circumstances).

Any delay in granting a licence is outside the applicant’s control and may affect your livelihood. If in doubt, just ask us!

We may offer to discuss your application in confidence with a member of UDC’s Licensing Team (whose services are accessible at licensing@uttlesford.gov.uk) or we may recommend that you arrange to visit the council offices for direct assistance from a Licensing Officer.

We have worked well with Licensing Officers for many years on licence application issues.

QARE THERE OTHER SERVICES, SUCH AS DISCOUNTS, I WILL ENJOY IF I’M A MEMBER?
# Yes, you can take advantage of the financial benefits of membership.

We will let you have the names of recommended insurance brokers, local garages and bodyshops and suppliers who specialise in the repair and replacement of tyres and exhausts, windscreens etc.

We have a purchasing expert on the Executive Committee who is always looking for discount opportunities so everbody in ULODA benefits. (Do you know of any such firms you can recommend? We are always looking for companies to advertise their products and services on our website! Go to ULODA@stanstedtransportservices.com.)

QARE THERE OPPORTUNITIES TO SHARE WORK AMONG MEMBERS?
# ULODA positively encourages its member operators to offer jobs they can’t easily cover or are happy to advertise on the Forum page, Facebook or Twitter so that other members can take on such work and all parties benefit – including the customer.

Many of our members do business very happily and successfully with colleagues who are new to the trade and like-minded about the mutual financial benefits – which are always to be enjoyed both ways!

The one condition we insist on is that if you are awarded work as a preferred subcontractor, you conduct yourself properly – that is, as you would do if you were the contract holder: you must do things by his or her rules and ways of working, as agreed in advance.

QDOES ULODA OFFER ”GETTING STARTED” ADVICE FOR MEMBERS NEW TO THE TRADE?
# One of us will be happy to help you with

  • introductions to other operators and drivers you may work with
  • pricing of jobs (the Table of Fares is your bible if you’re a Hackney Carriage Vehicle driver
  • customer meet and greet arrangements at Stansted Airport and transport hubs including other airports and seaports
  • trade ”best practice” such as driver dress codes
  • and any other questions you may have

UDC’s Licensing Team may refer you to ULODA for our best advice or if as a driver you have any problems settling in with a new operator or proprietor.

We have a good record of helping drivers looking to change from one firm or employer to another not known to them previously, rather than losing them from the trade entirely if they are disillusioned.

This and our other business advisory services are totally personal and confidential to you, as you would expect.

QHOW IS ULODA FUNDED?
# Our services to members are provided on a not-for-profit basis. We rely on repeat annual fees from our members and donations from supporters (often following appreciated, valued advice from members in trouble!).

Income is used proportionately with ULODA Executive Committee approval to develop and improve services to members and we are always open to suggestions.

ULODA’s Treasurer presents an account of the association’s income and expenses at the AGM and our Rules and Constitution include provision for an independent audit of our finances.
